Ballots were counted in the elections for Director in the Southeastern, Southwestern and West Gulf Divisions, and Vice Director in the Southeastern and West Gulf Divisions.
ARRL members in Western Pennsylvania, Missouri and South Carolina have re-elected their Section Managers for another two year term. Steve Ryan, N2ITF, of Ashville was appointed Section Manager of the Western New York Section. Phil Temples, K9HI, will be the Eastern Massachusetts Section Manager, effective January 1, 2011.
Officials from NASA and the Amateur Radio on the International Space Station (ARISS) program met at ARRL Headquarters to discuss educational objectives.
The Programs and Services Committee and the Administration and Finance Committee -- two standing committees of the ARRL Board of Directors -- met at ARRL Headquarters.
The ARRL released a second edition of The Ham Radio Licensing Manual that includes a CD-ROM containing the complete examination question pool, plus short explanations of every question.

W1AW, the Hiram Percy Maxim Memorial Station, announced its winter operating schedule.
Laboratory Manager Ed Hare, W1RFI, attended the meeting of the IEEE EMC Society Standards Development Committee where he was elected the group’s secretary. Among other things, this group deals with power line harmonics and Broadband over Power Lines (BPL).
ARRL Chief Technology Officer Brennan Price, N4QX, represented the ARRL at the SCRPM, SG5 and subsidiary Working Parties in Geneva. Emergency Preparedness and Response Manager Mike Corey, W5MPC, attended the NPSTC meeting in Washington, DC. ARRL Regulatory Branch Manager Dan Henderson, N1ND, attended the Indiana State Convention in Ft Wayne.
A Smart Meter FAQ page has been added to the RFI pages on the ARRL Web site.
ARRL Contest Branch Manager, Sean Kutzko, KX9X, Emergency Preparedness and Response Manager Mike Corey, W5MPC, and Ward Silver, N0AX, operated the ARRL November CW Sweepstakes from W1AW.
The Official Observers’ Desk has received numerous reports of Spanish-speaking stations in the CW portion of the 10 meter band. Official Observers have been issuing advisories to those amateurs who are operating outside of their license class during contests.
The DXXC Desk approved the following 2010 operations: 5X0CW (Uganda), D2QV (Angola) and J5NAR (Guinea-Bissau).
ARRL VEC Manager Maria Somma, AB1FM, celebrated 25 years of service to the ARRL. Membership and Volunteer Programs Assistant Leona Adams, W1LGA, celebrated 10 years of service.
The January issue of QST was released to the printer.
The winners of the QST Cover Plaque Award for November are Joe Taylor, K1JT, and Bruce Walker, W1BW, for their article “WSPRing Around the World.”
