The bill, HB 379, earlier passed both the state's House and Senate unanimously and was signed by the governor on June 5. It was originally written to include slightly stronger language regarding antennas than that contained in PRB-1; the language was then fine-tuned at the suggestion of members of the legislature who are ''friendly to Amateur interests,'' according to ARRL New Hampshire Section Manager Al Shuman, N1FIK. The bill was filed on the coattails of New Hampshire's HB 1380, passed in 1994, which provides protection from taxing Amateur Radio towers as real property. HB 379 reads: ''No city, town, or county in which there are located unincorporated towns or unorganized places shall adopt or amend a zoning ordinance or regulation with respect to antennas used exclusively in the amateur radio services that fail to conform to the limited federal preemption entitled Amateur Radio Preemption, 101 FCC 2nd 952 (1985) issued by the Federal Communications Commission.'' In addition to Shuman, other New Hampshire amateurs who helped in this victory included Rep Ralph Rosen, W1HSB; Rep Tom Kirby, W1EJ; Rep Rudy Adler, W1GUA; Jack Sheehy, WA1ALM, and Cal Calvitto, WA1WOK.
