How to establish an ARRL Scholarship
Individuals or groups may wish to establish an ARRL Foundation Scholarship to support young radio amateurs who are pursuing higher education.
Scholarships may be funded with an endowment gift of $30,000 to provide permanent funding for the award, or with an annual contribution of $1,000 by December 31 each year.
The process of establishing an ARRL Scholarship Fund begins with the preparation of a Terms of Reference Document that describes the scholarship name, the criteria for award selection and the scholarship's funding.

All Scholarship Terms of Reference must be approved by the ARRL Foundation Board of Directors.
Sample Terms of Reference
The [Scholarship Name] Scholarship Fund
Endowed through the generosity of [donor name], this fund is intended to provide funding for the educational expenses of a young Amateur Radio operator who is pursuing higher education.
Requirements:
1) The [scholarship name] Scholarship Fund will be administered by the ARRL Foundation
2) Preference will be given to applicants from [state or ARRL Division]. If no qualified applicant is identified, preference will be given to an applicant from [state or ARRL Division].
3) There are no requirements as to field of study, or Preference will be given to applicants pursuing studies in [subject matter].
4) There are no other requirements.
5) The ARRL Foundation Scholarship Committee submit its nomination to the ARRL Foundation Board of Directors to approve by majority vote.
6) The [scholarship name] Scholarship will be funded by an initial contribution of [$1000 minimum] or the [scholarship name] will be endowed with a gift of [$30,000 minimum]. The earnings on the endowed scholarship will fund the annual award. Additional funds may be added to the fund. Annual contributions to the fund should be made by December 31 each year.
7) Scholarships are for the exclusive use of the winner to be applied to tuition, books, fees and other educational expenses.
8) The scholarship award will be [$1000 minimum] annually with the first scholarship awarded in <year>. .
9) The ARRL Foundation Board of Directors will disburse the scholarship funds to the winner’s college of choice.
10) The ARRL Foundation assesses each scholarship fund for annual administrative expenses. The assessment is up to 1.5% of the fund’s balance as of December 31 of the preceding year.
